To people who say God answers prayers: Doesn't that make him pretty evil, then?

Whoever would torture a child must have an evil streak.I believe evil to be powerful.Maybe God doesn't always win,maybe he tries.I am just guessing as I suppose we all are but I don't hold anyone responsible for the toture of a child only the torturer itself and the people involved.I think he does intervene but you're underestimating how evil is taking over.Just a thought.
