Free plane ticket for Job searching?

My boyfriend is looking for a job, and he wants to find work in the state I live in so he can live here as well. However money is really tight right now. I remember reading an article on Yahoo a few months ago, but I really forgot the details. All I remember is that it said you can get free airfare (to an extent) if you are actively looking for a job, but I can't remember if it's the airline that offers this or insurance companies, or the government, or what? Any help would be appreciated. :)
